Overview
DMCC company formation is the process of registering a company or branch with the Dubai Multi Commodities Centre Authority (DMCCA) and obtaining a DMCC licence for approved business activities. DMCC is a Government of Dubai Authority, established in 2002, that runs a free zone in Jumeirah Lakes Towers (JLT) and Uptown Dubai, licensing companies under its own regulations rather than through Dubai's Department of Economy and Tourism.
DMCC is best known for commodities such as gold, diamonds, tea and coffee, but it also licenses technology, e-commerce and professional services. Every company needs registered premises in DMCC, starting from a flexi-desk. Our guide explains why many founders choose DMCC.
A DMCC company is a separate legal entity whose name ends in “DMCC”. It needs a shareholder, director, manager, secretary and registered premises, and may sponsor residence visas, subject to eligibility.
Activities decide the licence type, any third-party approvals, how banks assess the account and how income is treated for Corporate Tax. Changing them later means an amendment.
The licence type sets what you can trade or provide, and premises determine your visa allocation. Choosing both for today's plans alone can mean upgrades within a year or two.
Key considerations
DMCC suits many trading, commodity, technology and service businesses, but it brings premises and annual audit obligations. Weigh these points against your plans; each is subject to DMCC's current requirements.
A licence from a Government of Dubai Authority, with access to Dubai's banks, logistics and professional firms, depending on activities.
A DMCC company, or a branch of an existing business, under the DMCCA Company Regulations.
Generally open to full foreign ownership by individuals or companies, subject to DMCC's checks.
More than 1,000 listed activities across four licence types, subject to any approvals.
Application, payment and signing run through DMCC's portal, so much may be done remotely.
Residence visas may be available, with numbers linked to premises size and licence type.
Flexi-desks to fitted offices in JLT and Uptown Dubai, subject to availability.
Established commodity communities, from gold and diamonds to tea and coffee, alongside tech and services.
Suitability
DMCC is usually considered by businesses that want a recognised Dubai free zone base with room to grow, particularly commodity traders, technology firms and professional services. Every activity must still be confirmed against DMCC's current list and approval rules.
Regulated activities may need approval from another regulator, for example Dubai's Virtual Assets Regulatory Authority (VARA) for virtual asset activities.

Licensing
DMCC groups its activities under four licence types. The right licence, and the premises that go with it, depend on the six inputs below, so settle them before you pay for a package.
Professional, consultancy and other services.
Check: any professional or regulatory approvals.
Importing, exporting, distributing or selling specific goods.
Check: product groups and how goods will move.
Broader trading across multiple product categories.
Check: whether you need several categories now.
Manufacturing and processing activities.
Check: suitable premises and production approvals.

Process
DMCC company formation typically follows nine steps, most of them online. Timing depends on DMCC's review, your documents and any approvals, so we do not quote guaranteed timelines.

Exact documentation requirements can vary depending on the company structure, business activity, shareholder profile and current authority requirements.
Cost
There is no single fixed price. The total depends on the licence type and term, activities, premises, visa requirements and applicable DMCC charges, plus professional fees. Because DMCC also requires premises and an annual audit, recurring costs matter as much as setup costs.

Share capital is not a fee, but DMCC may ask for a bank deposit letter when the capital is higher.

Comparison
A DMCC company is licensed and regulated by the DMCC Authority; a mainland company is licensed by Dubai's Department of Economy and Tourism (DET) and can trade directly across the UAE. Neither is better in every case; it depends on your business model and customers.
| Factor | DMCC | Dubai Mainland |
|---|---|---|
| Business structure | DMCC company (name ends in “DMCC”) or branch, registered with the DMCC Authority. | Commonly an LLC, sole establishment or branch, registered with DET. |
| Licensing | Service, trading, commercial or industrial licence issued by DMCC. | Issued by DET, with added approvals for regulated activities. |
| Ownership | Full foreign ownership is generally available, subject to applicable rules. | Full foreign ownership is permitted for many activities; some remain restricted. |
| Office requirements | Registered premises in DMCC, from a flexi-desk upwards. | Registered premises, usually with an Ejari tenancy contract, depending on activity. |
| Market access | Free zone and international business. Onshore Dubai activity needs a DET licence or permit plus a DMCC no-objection certificate (Executive Council Resolution No. 11 of 2025). | Can trade directly across the UAE, including with government entities, subject to their requirements. |
| Visa considerations | Allocation depends on premises size and licence type, subject to eligibility. | Depends on eligibility, business premises and approvals. |
| Annual audit | Required every year, by an auditor on DMCC's approved list. | Depends on the legal form and tax position; confirm case by case. |
| Corporate Tax | A Qualifying Free Zone Person (QFZP) may apply 0% to qualifying income if every condition is met. | 0% on taxable income up to AED 375,000 and 9% above that. |
This comparison is general; confirm current rules before deciding. See also our mainland company formation in Dubai service, or compare other zones on our free zone business setup page.

Throughout
Management accounts and periodic reviews show whether your licence, premises and tax position still fit.
Avoid rework
Most DMCC setup problems start with decisions made before the application. Each mistake below comes with what to do instead.
Instead: match activities to what you will invoice and confirm them on DMCC's list.
Instead: choose the licence type from how you actually earn revenue.
Instead: size premises for the visas you expect to need.
Instead: plan premises for registration, visas and substance, not just the minimum.
Instead: budget yearly for premises, the audit, renewals and tax compliance.
Instead: keep audit-ready books and engage an approved auditor early.
Instead: register for Corporate Tax within three months and test income against the 0% conditions early.
Instead: compare DMCC's premises, audit and activity rules with alternatives.
Instead: use DMCC's current guidance rather than older articles.

Ask a question through our contact pageDMCC, the Dubai Multi Commodities Centre, is a Government of Dubai Authority established in 2002. It runs a free zone in Jumeirah Lakes Towers and Uptown Dubai, licensing companies in commodities, trading, technology, services and other sectors under its own regulations.
Choose your activities, licence type and premises, confirm the structure, then submit a pre-approval application on DMCC's portal. After DMCC's compliance review, you pay fees, e-sign documents and complete a video-call passport check, and DMCC issues an e-licence.
There is no single fixed price. It depends on the licence type and term, activities, premises, visas, approvals and professional fees. Premises, renewal and the annual audit recur every year, so budget beyond year one and confirm current DMCC fees.
Individuals usually provide a passport copy, with UAE visa and Emirates ID if resident, recent proof of address and beneficial ownership details. DMCC's portal generates forms for e-signing. Corporate shareholders add incorporation documents and a resolution, which may need attestation.
Yes. A DMCC company can generally be 100% owned by foreign individuals or companies, with no UAE shareholder, and much of the application can start from abroad. Ownership remains subject to DMCC's compliance checks and applicable rules.
DMCC lists more than 1,000 activities under service, trading, commercial and industrial licences. Some, such as financial services, virtual assets, healthcare and energy, need another regulator's approval, so confirm each activity against DMCC's current list.
Yes, subject to eligibility. A DMCC company can sponsor residence visas for shareholders, staff and eligible dependants. The number depends on premises size and licence type: a flexi-desk supports only a small allocation, so larger teams need office space.
You need registered premises in DMCC, but they can start as a flexi-desk. Offices in JLT and Uptown Dubai suit growing teams, and more space may be needed for visas or to show Qualifying Free Zone Person substance.
A DMCC company is licensed by the DMCC Authority and mainly trades within the free zone and internationally. A mainland company is licensed by Dubai's Department of Economy and Tourism and trades across the UAE. DMCC companies can also operate onshore with a DET licence or permit and a DMCC no-objection certificate.
Yes, even at 0%. A DMCC company incorporated on or after 1 March 2024 must register with the Federal Tax Authority within three months of incorporation. The 0% rate then depends on meeting every Qualifying Free Zone Person condition, including audited accounts.
It depends on turnover. A DMCC company must register once taxable supplies and imports pass AED 375,000 in the last 12 months, or are expected to in the next 30 days, and may register voluntarily above AED 187,500. A DMCC address does not remove VAT obligations.
Yes. Every DMCC member company, including branches, must upload audited financial statements and a summary sheet to the DMCC Member Portal within six months of the financial year end, audited by a firm on DMCC's Approved Auditors List.
Yes. KGRN Chartered Accountants helps with activity and licence planning, structure, documents and DMCC's application steps, then supports accounting, audit readiness, Corporate Tax, VAT and compliance. Licences and visas are issued by the authorities. Call or WhatsApp +971 54 586 4906.
